The Goods and Services Tax (GST) is an indirect tax implemented in India that applies to the supply of goods and services. It represents a comprehensive, multistage, destination-based tax system. The term "comprehensive" refers to its ability to subsume nearly all indirect taxes, with the exception of a few state-specific taxes. As a multistage tax, the GST is levied at various stages of the production process, but it is designed to be refunded at each stage except for the final consumer. Being destination-based means that it is collected at the point of consumption rather than at the point of origin, differing significantly from previous tax structures.
Goods and services under this system are categorized into five different tax slabs: 0%, 5%, 12%, 18%, and 28%. Notably, certain categories such as petroleum products, alcoholic beverages, and electricity remain outside the purview of GST and continue to be taxed under separate regimes established by individual state governments. Additionally, there are special rates, such as 0.25% on rough precious and semi-precious stones and 3% on gold. Furthermore, a cess of 22% or other varying rates is applicable to select items like aerated drinks, luxury vehicles, and tobacco products. Prior to the implementation of GST, the average statutory tax rate for most goods was approximately 26.5%, whereas under the new system, the majority of goods are expected to fall within an 18% tax range.
Effective from July 1, 2017, the GST was introduced through the One Hundred and First Amendment of the Constitution of India, replacing a convoluted network of taxes levied by both central and state governments. The governance of tax rates, rules, and regulations is overseen by the GST Council, which comprises finance ministers from both central and state levels.
Although GST aims to streamline India's taxation landscape by providing a unified framework for indirect taxation and reshaping its $2.4 trillion economy, it has not been without criticism regarding its implementation. Positive outcomes include a notable reduction in travel time for interstate transport by approximately 20%, facilitated by the elimination of interstate check posts.
